    Yes, damaged PST files can be converted, but don’t start with the original file. First make a copy. Work only on that copy.

    Try the simple check first:

    1. Open Outlook.
    2. Add the PST file.
    3. See if folders are visible.
    4. Open a few emails.
    5. Check attachments.
    6. Export only the folders that are opening properly.

    If Outlook opens the PST, this way is enough for small files.
