Cannot Launch my lab and cannot no longer access openstack BUI

Cannot launch Lab 2.1 nor 3.1 and access  my BUI for ip addres http://166.78.18.76. I can ping th address and url but cannot launch or access my labs. Is the system down. I connect from 2 different pc and 2 different internat access point and still get checl porsy firewall and I have non setup at my location.

Need Help ASAP

Using both IE and CROME but cannot access lab or BUI.
