The file you download is an .ISO. You need to "burn" the .ISO which is a special operation to create a bootable Linux Disk.

    Have a look at: http://ubuntuhandbook.org/index.php/2013/12/install-linux-mint-16-petra-from-usb/

NOTE that Linux Mint is now available on issue 17.

Thx arochester!!!.. I opened the link you suggested but I'm stuck. Under #2 ...burn linux mint 16 into USB......Insert 2GB+USB and format it into FAT32 ( don't check the quick format box)...I don't know how to do that.

How big is your flash drive? If it is more than 4Mb it should already be formatted with fat32.

Does you Dell computer still have Windows on it? Can you format from there?

If not you may need to create a Linux LiveCD which has Gparted on it. Gparted is a Linux program for formatting.
