Is vlc player legal in the United States now?

Sorry don't know if this is the correct place to post this.
Is vlc player legal in the United States now? If so, what court case changed that?
I have noticed more Linux distro now included the vlc player with all the codec need to play dvds and other videos. The distro's come from a United States Linux repository.
I also notice the distro that don't have them, you can download them & the files come from United States Linux repository.
Even Microsoft recommends VLC and I think Microsoft provides a link to download it on windows 8.x and possibly windows 10.
