Why can't we install a secure PSI browser for mac os 13.0 Ventura?

In my opinion I think it's unreal that if we have an older mac os version we are not allowed to install PSI browser. Why? What is the reasoning? Why can't we have an installer for older versions so we can do our exams ? It's absolutely 100% not worth for me to do and OS update at this moment? Luckily, I have a PC as well but I have to go spend more money for a video camera, like the exam is not costly enough. Not to mention, waste my time going to the store instead of learning! I just want an explanation. What is the reasoning? Security? Lack of money? Toxicity? What?
