Where should a downstream bug with JIRA be reported?

Context

For context, inside jira.linuxfoundation.org/secure/ViewProfile.jspa?selectedTab=jira.user.profile.panels:user-profile-summary-panel#edit_profile_lnk is a "Password" field (#edit-profile-password), which must be filled to modify any of the credentials alongside it:

Unfortunately, despite my password being accepted in the SSO authentication form, it's not here. Consequently, I need to report this in order to modify my e-mail address or name.

Research

I see "JIRA Bugs" which looks correct, but it's "RESTRICTED". Not that that matters: "IT: Infrastructure" isn't accessible either, despite being marked as "ALL USERS".
