Missing upload button for the "Application Process" task

I do not see the "Upload" button associated with the "Application Process" task. Has anybody faced this issue?

Per the email from Shuah, we can set the status to "Submitted" once we email a simple document with the confirmation of completing all three steps for this task.

Interestingly, the "Upload" button for other tasks is visible.

There is no need to upload - just submit
