Bind a Public IP address to a VPN application in Ubuntu

Hello everyone,

I'm new to Linux and I've started off installing a VPN in Linux (Ubuntu 20.04).
I'm unable to access my VPN remotely, and apparently it was because I never assigned a Public IP to my VPN server. I was also told that I have to bind my public IP to my VPN in Linux for remote access.

I used the LD_PRELOAD option found online but it didn't work either. Can someone please guide me in reference to the above problem.
