[IDEA] User's weight

Problem was, something could be made by user, like change processor governor or IO governor or force system to shutdown, but there is problems, while other user are logged. Also, system services should also made assumptions.

There could be different needs for desktop and server. For example: on server, user should have option to shutdown system, while apache is running.

Solution is to provide user weight. Each user could restrict action for user with the same weight or smaller weight, but user with higher weight could also made the action.

So, when one user is logged, he/she could (for example) increase priority of game process, but when apache is started, priority of game did automatically be restored, because it have larger weight.
