Linux Filesystem Tree Layout: /bin

This section contains an ambiguous statement:

The /bin directory is very important because:

It contains executable programs and scripts needed by both system administrators and unprivileged users, which are required when no other filesystems have yet been mounted; for example, when booting into single user or recovery mode.

It begs the question: what's an unprivileged user doing on the system in single user/recovery mode?
Perhaps it could be rewritten to more clearly delineate the environment, for example:

The /bin directory is very important because it contains executable programs and scripts needed by:
* system administrators when no other filesystems have yet been mounted, for example, when booting into single user or recovery mode.
* unprivileged users when the system is running normally
