Exam Expectations for Coding Questions

For exam questions that ask just to complete/write a function to achieve a goal, e.g., a function to print "hello {variable}", are the candidates suppose to setup the module such that the desired output is also achieved, a.k.a detect module running as main and then call the function? For further clarity, the question just asks to write the function and a function in the module, by itself, would not produce the desired output, unless called properly during grading/evaluation. What is the expectation here?
