metrics-server and serverTLSBootstrap

just got to lab 13.3 which has us install metrics-server into our cluster.

previously, i'd tried to install metrics-server and ran into this error https://github.com/kubernetes-sigs/metrics-server/issues/196

i did a bit of digging and found https://particule.io/en/blog/kubeadm-metrics-server/ which documents a fix for it on both a new and a running cluster (which doesn't make use of --kubelet-insecure-tls). this guide is basically an excerpt of some official documentation here https://kubernetes.io/docs/tasks/administer-cluster/kubeadm/kubeadm-certs/#kubelet-serving-certs

perhaps this configuration could be included in Lab 3.1. Install Kubernetes
