Prevent partition to get mounted

Hi.

I need to install two Linux OSes and have an option to hibernate both. Problem is, user could mount partition related to second one. In this case, FS can be corrupted. I was trying to use mount special FS for this (create script under /sbin/mount.dontMountMe and add entry to /etc/fstab), but once I tries to mount on another mount point, FS normally mount.

I think I must modify udev rule, but I cannot only prevent from creating symlink, but must prevent from creating device node.
Any suggestion?
