/dev/ptp clocks initial value ?

I'm trying to do some work using /dev/ptp clocks. I'm not running PTP, but I notice when I read the clock from /dev/ptp0 it is very close the the value of CLOCK_REALTIME.

Who initializes the ptp0 clock to be set near to CLOCK_REALTIME?
Is this Linux standard behavior? Or specific to the network driver?
