./mkcert.sh in /usr/share/dovecot/ creates keys and certificates thus,
/etc/dovecot/ssl/dovecot.key
/etc/dovecot/ssl/dovecot.pem

Not,
/etc/dovecot/dovecot.pem
/etc/dovecot/private/dovecot.pem

The mkcert.sh script is different for each distribution. The default location of the cert files is also different between distributions and may change from release to release.

We will update the locations.
