Hi.

The command:

$ ssh-copy-id student@localhost.

Is student@localhost a server? And if it is how can I do this exercise if I haven't got a server?

    localhost is your machine, not a remote machine.

    So 'student' - is that my account or another account on the local system?

    If I use pi@localhost (which Is my account on my raspberry pi) I get an error 'connection refused'.

    Should I make a dummy account on the system and connect to that?

    The "student" account is the default regular user in all of our classes and a default user in all of our provided VM's. If you have installed your own environment you may use any user account instead of "student" but all of our documentation reefers to "student" as the regular user.
