Windows open partly or mostly off screen to the right, depending on icons location on desktop

Many of my windows open with 2/3 or more of them off screen to the right and I have to drag them back to the center.

If I move a launch icons of some programs, not all, to the far right of the desktop and then click on it, it causes the window of that file to open most of the way off the screen to the right. Timeshift, for instance, does this. If I drag the Timeshift icon to the center of the screen then it opens normally.

What causes this and how to fix?

The main description says "Display Resolution Maximum 1920 x 1080

I'm currently set at 1600 X 900 which my eyes like.

I tried setting to 1920 x 1080 and it works but does not fix the off-the screen to the right issue.
