USB FORMATTING

I accidentally formatted my Sandisk 16 GB USB with USB formatter available in Cinnamon tools with Fedora. But somehow it got interrupted. After that whenever I try to insert it on PC/Laptop it doesn't mount. Can only be seen through lsblk command and not showing in df -h command.

I tried to format it using Gparted but it responses as the drive doesn't exist.

Disk utility in Gnome tools even can't format it. (Screenshot for details)

Even sudo dd status=progress if=/dev/zero of=/dev/sdb bs=4k && sync not working, with exiting ' _/dev/sdb not found '

Can anyone help me format it back to working condition. please note Data loss isn't a issue so any working solution is acceptable. Thank you in advance.
