Custom System Monitor using old smartphone

I am looking into building a system to monitor my existing desktop system and possibly run existing utilities on my main system through a schedule. My idea is to use my old smartphone as the system since it has a touchscreen display. What i need to know are;

1) Is it possible to place a Linux operating system on a cellphone like the one called "Ubuntu Netbook Edition (UNE) 10.04" for example or another type of Linux operating system?

2) If it is possible to install such Linux O/S; "How would i go about installing such?"

3) Is the a type of software that allows a windows-based pc to communicate with a Linux-based pc?

My current smartphone is an old "LG Vortex" using a 600MHz CPU and 512MB Ram.
