Hy I would like to programming in Linux and learn administration. Which version do i get it, do I use Ubuntu, RedHad, Fedore, Mint, do I use Cloud, Server, Desktop version.

Any would do. What you might want to start with is a desktop distribution. First, make note of your resources. This will help you in selecting a desktop distribution. Each distribution has a purpose, and certain distributions are more configurable than others.

If you're looking to learn how Linux works inside and out, you might want to try installing Arch: https://www.archlinux.org/

Do some projects and learn how to use it inside and out.

Another good operating system for configuration is Debian: http://www.debian.org/

Ubuntu is also well-known and enjoyed: www.ubuntu.com

Ontop of these distros you can install different desktop environments. These environments use your machine's resources differently. They can be "light" or "heavy." However, sacrifice of utility does not always mean more efficiency. I use Gnome, which is not listed below. It is what I'd consider "heavy." Others include lxde "light"; xfce "medium"; and kde "heavy."
