Integrate dev tools into Ubuntu ISO image

Howdy,

I want to install Ubuntu Server on VirtualBox.

After that, I need to install specific versions for the different tools I need (Python, GCC ...)

I wonder if there is a way to integrate the tools I need directly into the ISO image of my Ubuntu Server to install in order to avoid their reinstallation each time I install Ubuntu Server ?

Any help is precious to me.
