Understanding Service Broker URL syntax

Hello -

Can anyone please help me by explaining/making understand the syntax of service broker ?

cf create-service-broker mybrokername someuser somethingsecure https/mybroker.example.com/

Here for the URL, what should be the route ( Let us say I have the broker name and broker id) ? A self created route or route of any route-service or an app, can anyone please detail? 

So when Admin needs to be create it he or she should be having root privilages?

And the service brokername / username and password can be anything?
