Linux XP is nothing more than a regular Linux distro dressed up to look like windows XP. All the features that it lists, from the standpoint of a regular distro, are already installed, and if some aren't, they can be installed easily. This distro seems to follow the GPL, as far as I can see, so, if you want your Linux to look like XP, give it a shot. I don't really know anyone who has used it, although it looks suspiciously like Debian.0

I looked it up on distrowatch. http://distrowatch.com/table.php?distribution=linuxxp
The description states "Linux XP Professional Edition is a universal and secure operating system for Russian speakers designed for home and business use. It is based on freely available sources from Red Hat Linux and Fedora Core. ", the russian part is what concerns me, because I don't know if it has a default option to change languiages.
Also when looking at it I noticed it is running gnome rather than kde when attempting to emulate the windows appears.
