Audio equaliser

Does anyone know if there is any software which will apply a system-wide equaliser (i.e. not app-specific) to sound on a Linux system? If there's nothing generic, how about for Pulseaudio? I've had a good look around before but found nothing.

I've had much the same problem. Audacity has those capabilities, equalizer, balance, etc. but only within the scope of that application, and it won't work with streaming audio feeds, only sound files. So far, no joy in Mudville! It shouldn't be a major problem, I would think, to incorporate those features into Kmix, or other system audo control applications & plugins.
