More console on one virtual terminal than once

I have idea about changing behavior of virtual terminals. My idea is to make solution similar to screen, but build-in into kernel and systemd. Systemd would be able to handle keyboard combination, to switch into current terminal to bring application to manage consoles attached to current virtual terminal, so user could create new virtual terminal or makes one attached to current virtual terminal active.

I have downloaded vanilia source today and found two files: fs/chadev.c and fs/open.c, which could be probably related to virtual terminal. I discovered that my knowledge is less than needed to realize my idea, so I asks for help.
