The Windows based bootloader is not built to work well with other operating systems, so your options are limited. If you are bent on using the windows bootloader then you might want to consider using the Ubuntu wubi installer (http://wubi-installer.org/) , which will also give options to install other Linux based Operating systems. With the Wubi installer you are installing a Linux based Operating System within a virtual disk file on the windows partition and accessing it through the windows bootloader.

However under the wubi installer you are restricted by the limitations in both the windows and Linux filesystems, which significantly degrades the performance compared to running a Linux Based Operating System on a separate partition.

As for Using Joomla, It will perform equally good on any Linux based system, but using a Debian based system such as Ubuntu you get the added benefit of a simplified installation.
