How to Transfer PST Contacts from Windows PC to My Phone?

I have an Outlook PST file stored on my Windows PC that contains all my contacts. I am no longer using Outlook on this computer, but I really need those contacts on my phone now. The problem is, I do not know the correct way to move contacts from a PST file to a smartphone. I am not sure whether I should import them into a cloud service like Gmail or use some other method. I also want to make sure the contact details (names, phone numbers, emails, etc.) do not get messed up during the transfer. Has anyone done this before?
