Non-running system

In the /proc subsection of Chapter 2, this statement can be found in the first paragraph: Like /dev, the /proc directory is empty on a non-running system. How does one verify that because I equate a "non-running" system to be one that's either crashed or in a shutdown state -- in either of them I'm at a loss as to how you'll be able to derive anything!

    boot into another operating system and look at the partition, or remove the drive and look at it etc.
