Difference between subnetting and CIDR?

Hi.

I'm confused a little about subnetting and CIDR. Is it the same thing?

    Yes, they are the same except the old a.b.c subnets were inefficient use of address allocation, the CIDR allows finer control as to what is considered a subnet.
