First resolve the issue with 2.16 before you move on. I recommend checking the contents of /usr/share/zoneinfo with something lie tree or manually searching through the appropriate subdirectories to find an existing timezone file that apples to your locale.

As for the lack of the eslect command try running "find / -name eselect" to see if maybe it is not recognized because the directory have not been mapped to the user's path variable.
